Ex Cop Francis Tierney (Jon Voight) is the head of a multigenerational police family, which includes his sons Francis, Jr. (Noah Emmerich), Ray (Edward Norton), and his son-in-law James Egan (Colin Farrell) all being policemen. When four of Francis Jr.’s guys are killed during a shootout turned bad, everything looks straight initially. However, Ray, who is assigned to the investigation, soon discovers something more sinister.

His investigation reveals that a ring of policemen were making money by working for a drug dealer and assisting him by murdering another drug dealer by the name of Angel Teaso. As Ray stumbles deeper into the case he discovers that his brother in law Jimmy Egan is the main player in this game. His brother Francis is innocent of the actual deed, but it is his inattention, caused by being occupied by his wife’s (Jennifer Ehle) cancer, that allows his boys to wreak havoc.
Ray Tierney now has a choice whether to be loyal to the job he was assigned to or to follow his father’s advice and get a slap on the wrist by foregoing any mention of the role his brother or brother-in-law played.
